Accessing the base frames via C#

Is there a way of accessing and editing the base frame of a system in c#? I want to check that the base frame is correct for systems but cant find a way of accessing the info.

    How do you want access it?
    SmartComponent, Add-ins, via PC SDK, ...?
    Is it a real controller or virtual?
