Virtual Flex Pendant fails to restore

I have been attempting to restore the virtual flex pendant to a previous backup file but it never seems to work. It displays the message "Restoring system. Please wait!" and then immediately followed by "Error 12136 Restore Error. Error during the restore step Configuration. Write Error." I checked the trouble shooting manual but there doesn't seem to be any recommended actions.

    Hello,
    you should close the virtual Flexpendant before you do the restore.

    I am trying to restore the virtual flex pendant, not the physical one.
