Tuning an external axis

We are attempting to configure an external axis rotating positioner that we have built with an mu20 motor and a 100:1 gearbox. We have the axis setup and can rotate it without a load.
When we place an offset load on the positioner, the motor can not hold the weight and it just falls to the bottom. Does anyone have any ideas how to add a payload to the positioner? Do we have to use test signal viewer to tune this or because we are using an mu20 should it be fine to go from the start? Does anyone have any examples?
Any help would be appreciated.
