[Forum wish]: Let top bar outside scroll area.

When reading long thread I have to go at top to found top bar.

It should stay under path like this:

Hi Denis,
I'm only a moderator, I don't manage the forum software  
Besides I'm not sure it's a good idea as it would occupy precious screen estate.
