Safety Controller Enters The Safe State

Hello, I have upgraded a RW6.08 controller (real) to RW 6.10. Migrated the backup to ensure the safety config is aligned correctly for the new version. Restored the back up and the safety controller all connects to the PLC as it should, and everything work OK.
If I then create system from backup in RS 2019.4, and then restore a backup (including safety settings), when the VC reboots, the message on the Flex Pendent says "The safety Controller Has Entered The Safe State". I cannot put the controller into manual mode and therefore cannot do any testing I need to do with RS.
There are no other clues in the error log to why this has happened.
Has anyone else encountered this, and i there a workaround?
