RCS not initializing error code: (-1)

Hi, 
I'm hoping someone can point me in the right direction. I'm in IT, and one of our designers is getting the error "The RCS could not be initialized: The service is not supported (-1)" He is using ver. rcsabb_rw5.15.12.irc5 and the controller version is 5.15IRC5

It was working correctly until I rebooted the server at the managers request. I checked the local services, they are up and running. Nothing has changed client side.

Any ideas on what to check?
