Debug Error:LisenceException

in Robot Controller

   When debugging the codes:

"this.controller=ControllerFactory.CreateFrom(controllerInfo );" 

   there is an error :

"LicenseException was unhandled",

it is not a syntax error,i can't figure out why.please help me handle this problem.
