Cannot add / delete targets or objects

 I have run across this in both 5.08 and 5.09.  I try and teach targets using Teach Target (CTRL + R) or create target, and they do not show up.  I also cannot delete any Targets.  But if I RETART my station, they new targets appear and the old targets are deleted.  It does not take place with a WARM or COLD start.<?:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

Once this happens my station is shot, because I cannot create, mod, or delete targets or paths. 

Has this happened to anyone else?

Is there a fix?

It also just happens with Geometries or Libraries.  You cannot delete them.
