Station signal won’t trigger event

Current setup:

Robot program sets output. Output moves mechanism (using event manager). Mechanism triggers station signal at end of movement. Station signal change triggers controller input  change(using event manager). Input read using robot program.

I can see the station signal change, but it doesn't trigger the event to change the input.

Side note: when I try to manually force the input in the IO simulator, I'm told 'Failed to set value for signal, check access rights'. Where do I find these access rights?

In robotstudio online you can configure the I/O to have "all" access.
