Target data error when sync to VC

After loading a module in RS 5.10 and sync to station and modify targets, when you sync back to virtual controller, target data duplicates instead of over writing. This causes two targets with the same name and causes an error to occur. Work arround is to delete all target data in VC before syncing to VC. This didn't occur in 5.09
