Hints needed about Helper and InterLink [WebWare SDK]

Hi,
my question may be a little out of scope of this forum, and I have searched the web in vain for several days. So, I am turning to this forum for some hints:
I am trying to make a very simple ActiveX control behaving similar to WebWare Helper, which is windowless and can broadcast events to every application that has subscribed them.
The use case would be like: there would be multiple applications running on one computer. After finishing a task, one application would send a signal to a server of some kind (similar to interlink), and then the server will transfer the event to all other applications through the ActiveX control.
I would appreciate it very much if you would be so kind as to give me some hints on how to make this kind of ActiveX control, and probably the server too.
