Create Tool problems

Running RS 5.12.02.
I am trying to create a stationary tool.
I create an empty station and import a .sat file for the tool graphic.
In the 'Modeling' tab I click 'Create Tool', select 'Use existing' part, create a TCP and click 'Done'.
The new tool appears in the 'Layout' browser with the tool icon.
In the 'Home' tab the tool does not appear in the tool drop-down list and in the 'Paths&Targets' browser there is no tool data for the new tool.
If I click on 'Tooldata' in the 'Home' tab and create a new tooldata it appears in 'Paths&Targets' and in the tool drop-down list, but there does not seem to be a method for associating the tooldata to the tool graphic.
What am I doing wrong?

You canA't use the "Create Tool Wizard" for stationary tools. Instead create a tooldata in the Home tab, and select Robot holds tool = FALSE.

Is there no way to combine the tooldata with a graphic object and have the stationary tool display as a tool icon in the 'Layout' browser?
In RS 4.0 I can create a stationary tool with graphic and tooldata and save it as a library file.
