Comparing with IRC5 and S4C+

Hello...I have some curiosity of IRC5 and S4C+. In S4C+, there is an option, which is "Developer Functions (107-1)" and which can control S4C+ and TPU more freely but it's not free. I'm wondering this IRC5.
In IRC5, I'm using FPSDK mainly but also using RAPID program. I saw an option "Advanced Rapid (626-1)"..my question is what is this function used for? and If I use both languages (VB.NET and RAPID), should I have this "Advanced Rapid" option?

Advanced RAPID includes many different types of functionality, which can be
