The most safe Access Level (UAS)

Dear All
For safety reason, I devided IRC5 access become 4 :
1. Robot Programmer (me) - using : Administrator (full access)
2. Application Engineer - using : Programmer (no additional access / as ABB suggestion)
3. Service Engineer - using : Service (no additional access / as ABB suggestion)
4. Operator (my customer) : using Operator (with 3 additional access)
Note : Default Group (only "Execute Program" access) can not be used on practical.
For practical reason, I add 3 access to the operator (beside ABB suggestion/as default) :
1. Restore a backup (including B-Start)
2. Program Debug (using when my customer teaching position or move robot to zero position)
3. Administration of installed systems
The "Administration of installed systems" becomes a dilemma for me. To (normaly) shutdown the controller, my customer will need this access. On other side, it's very dangerous if my customer have this access, because this access will make my customer can do "P-I-X-C Start". Based on my experince (on the past), my customer pushed on the C-Start and system was gone, of course they called me to solve the problem. I must create the new system.
Is there anyone know how we can shutdown the controller without having "P-I-X-C Start access"?
