FAT16 or FAT32 - USER Partition

What is the file allocation table to the partition USER.
I used FAT32 and have many problems to upgrade to RW 5.13.3007. 
During the copy of the new system introduces a fault message carrying the bakup. 
I used flash 4GB, and expanded USER partition.
The USER partition FAT32 and FAT16 BOOT partition. It flash came from ABB Sweden.
total of 23 robots.

hardware difference was tp and drivesystem  4 to 9

    Using FAT32 for user partition shouldn't be a problem. The boot partition has to be FAT16.
