license installation problem [WebWare SDK]

During the installation of WebWare SDK 4.6 in this Pc whit the followings configuration:

Win 2000

Interlink 4.0

After running the .exe file the Pc show this message:

license not find

Which are the possible causes?

    Did you submit a license request and install the returned license key?

    We developped a webware runtime application using Borlang instead of VisualC.

    Is there any limitation on that?

    We start to find  license problems  olny after installing  the  Interlink 4  on the Runtime SW  PC ( not in the  development  SW PC).
