Interlink Erratic Polling [WebWare SDK]

I have some issues with very erratic polling intervals with Interlink.  I have the same errors while polling a virtual controller from Robot Studio 5 or on a live IRC5.  My "Last Poll" times very from about 2 up to 30000-40000 but mostly they stay around 5 up to about 8500.  I have tried shutting down everything that doesn't need to be running, and it is still very inconsistent.  It causes my LabView application software to pause while waiting for a response if I'm trying read/write basically any variable or signal through the ActiveX helper.

 

I am running:

Windows XP Professional, Service Pack 2

WebWare SDK 4.6.32

Interlink 4.6.32

 

I am also having trouble trying to Subscribe to I/O signals.  Does WebWare SDK 4.6 require the EIO file to be in S4 format?  If so, does anyone have a working example of both the IRC5 and S4 EIO.cfg files available (The file loaded in the IRC5 and also the one that Interlink refers to)?
