I am having an issue building a
system. I lay out the system/cell as shown below with the robot 700mm off the
floor,but when the system is built the system configuration does not show the
700 mm's off the floor. (Position (mm) in the z direction is 0.00 It should be
700.00). What am I doing wrong?

I suppose you used the function 'System From Layout'. By default, it sets the task frame (= controller world origin) to the foot of the robot. You can uncheck the option if you want to have the task frame coincide with the station world.
In your existing station, you can modify the position of the task frame. Right click on the controller in the paths&targets browser and select "Modify task frame".

The Paths&targets screen should be next to your layout screen in your HOME tab.If it is not there make sure the window is on in the quick acces toolbarRobWelding
