FC_WAITNOROBMOT Error While FCLoadID

We are doing force control on IRC5 now. While running FCLoadID, we got the following error message:
"FC_WAITNOROBMOT
Waited for robot to stand still, waiting process timed out."
Checking the sensor reading using testsignalview, we found that there are spikes while the robot begins to move or stops.
