Pulse can't be seen

Hi
We have new controller with 2600 (robware verison 6.01.1010). We connect a signal to DSQC652 IO board. This signal is a pulse with 1 second frequency. It can be seen with led which is on the IO board but we can't see this on the flexpendant. When we tested, we saw that robot can't realise changing of the signal. It looks, signal changes fastly so robot can't realise this.
In addition, robot can read signals when these signals remain same more then about half second.
I also checked Filter time Active and Passive but both of them are "0". As I know, robot shouldn't consider this 1 second pulse as a noise.
What is the problem? Please I need help...
