Is there a way to modify a position and automatically subtract the offsets? I have a program that always uses RelTool, so I am not able to use the "Modify Position" command to touch up the point. Other than manually subtracting the current X&Y positions from the offsets, is there another way?

You can modpos the Robtarget in the Program Data window->Robtarget data type.
